Meet the Leaders of Prime Insurance Company

EXECUTIVES

Rick J. Lindsey
President and Chief Executive Officer

Mr. Lindsey joined Prime in 1996 when his excess and surplus business merged with PIC. Mr. Lindsey oversees the day-to-day underwriting, risk management and claims management nationwide. He ensures that the Prime team follows the Company’s Partnership Methodology of being both fast and flexible and that Underwriting communicates with Risk Management Direct and Claims to provide outstanding quality and customer care. Prior to becoming Prime’s leader, Mr. Lindsey worked his entire adult life as a Commercial Underwriter, Claims Manager, and Risk Manager for a variety of insurance service providers. He is a licensed Surplus Lines Broker in all 50 states and all U.S. territories with over 30 years of extensive experience in insurance underwriting, national program management and agency and claims management.

Jeffrey Leman, CPCU
Chief Operating Officer

Mr. Leman joined Prime in August 2006, bringing over 32 years of E&S, insurance carrier and brokerage experience. Mr. Leman started his insurance career in 1981 with Crum & Forster where he served as an Assistant Vice President of Accounting and Finance and Assistant Treasurer of LWB Syndicate, Inc. In 1986 he was recruited to become Vice President of Operations and Treasurer of INEX Insurance Exchange in Chicago, where he worked with various state departments of insurance and managed the day-to-day operations and finances until 2000. In February of 2000 he became Chief Operating Officer of two executive benefit and insurance consulting firms in Chicago. Mr. Leman attained his CPCU designation in 1995 and holds a B.S. Finance degree from the University of Illinois, Champaign/Urbana and an MBA in Finance from DePaul University in Chicago.

Frank Lukacs
Chief Marketing Officer

Frank Lukacs brings a wealth of experience to his position as Chief Marketing Officer for Prime Insurance Company. After graduating from Miami University in Oxford, Ohio with a B.S. in Marketing and Management, Frank enlisted in the United States Marine Corps becoming a 1st Lieutenant. This was followed by time in the financial industry working as a commercial loan officer and stockbroker before founding and owning his own adventure outfitter called North American River Runners. Frank joined Prime Insurance Company in 2012 and oversees the diversity of marketing and sales operations. He is also a proud father of 4 children and 2 grandchildren.

Tommy Thomassie
Chief Risk Officer

Mr. Thomassie oversees the Risk Management, Policy Services, Internal Audit and SIU departments, as well as assisting in overseeing the general operation of the company. Prior to joining the company, Mr. Thomassie was a civil litigation attorney practicing in the areas of personal injury and class actions. For several years, he worked with the Plaintiff’s Steering Committee during the trial and settlement phases of MDL 2179 (“Oil Spill by the Oil Rig ‘Deepwater Horizon’”). He received his B.A. from Louisiana State University in 2004, and his J.D./B.C.L. from Louisiana State University in 2008. He is a member of the Louisiana state bar and is rated AV-Preeminent by Martindale-Hubbell.

Mark Fisher
President and General Counsel

Mr. Fisher has been involved in the insurance industry since 1985 and has worked at Prime since 1998. He is a Member of The President’s Committee, also consisting of the CEO, COO, and CFO. He works with the Committee on drafting presentations to A.M. Best, a Private Placement Memorandum, and in handling various shareholder and investor related matters. He also works with the Chairman and CEO in managing the general operations of the Company and its subsidiaries, including PPCI, PIC, Evolution Insurance Brokers (“EIB”), and Prime Plaza. Mr. Fisher oversees the Legal Department, Claims Direct Access (“CDA”); the Human Resources Department, Risk Management Direct (“RMD”) and Regulatory Compliance.

David McBride
Executive Vice President and Corporate Attorney

David McBride has been a part of Prime since 2002. In addition to leading and managing Prime’s claims-handling team (Claims Direct Access or “CDA”), Mr. McBride is also a member of Prime’s “Claims Committee,” which reviews Prime’s more complex claims. Apart from handling claims, Mr. McBride is also a member of Prime’s “Forms Committee,” which reviews and drafts new policy forms and he works with Prime’s General Counsel in overseeing and managing Prime’s corporate litigation. Having claims-handling licenses in all states that require licensure and a SCLA designation from the American Educational Institute, Mr. McBride also has a B.A. in Linguistics and a B.S. in Political Science from the University of Utah and a J.D. from the S.J. Quinney College of Law, University of Utah. Mr. McBride is an active member of the Utah State Bar.

Brent Seegmiller
Chief Financial Officer and Treasurer

Mr. Seegmiller joined Prime in July 2005 and oversees the accounting and finance operations of the Company. Prior to joining Prime, Mr. Seegmiller was the Chief Financial Officer of Premier Access Insurance Company and Access Dental Plan in Sacramento, California (2000-2005). Mr. Seegmiller began his career working in public accounting with Grant Thornton LLP in Stockton, California (1991-1994). Mr. Seegmiller has both a Bachelor’s Degree and a Master’s Degree in Accounting from Weber State University in Ogden, Utah. Additionally, Mr. Seegmiller is a Certified Public Accountant (California), a Certified Management Accountant, and a Certified Financial Manager. For over 15 years, Mr. Seegmiller has been actively engaged in teaching graduate and undergraduate accounting, auditing, finance, and management courses both in the classroom and online at a number of private colleges and universities.

Richard Bryant
President of Underwriting

Richard started his career at a Lloyds Syndicate in 1985. Most recently he was Head of Specialty at Midsize Syndicate writing and building a book of $100m that included Product recall, General liability, Contingency, and a broad range of professional classes including Allied Medical, A&E and Specialty. He has been involved with his current employer, Prime Insurance Company, for close to 25 years, offering support by way of capacity in the early years and watching them grow to the Company they are now. Richard joined Prime in May of 2021. It was Prime’s expertise and iron will in dealing with claims that were the overwhelming rationale for joining, added underwriting expertise, and Leadership that not only understands the business at a granular level still actively works in the underwriting and claims field.

Todd W. Bryant
Board Member

Mr. Bryant is responsible for the strategic leadership of RLI’s financial, accounting, and investment operations. He joined RLI in 1993 as a statutory accountant and has held various positions in the accounting department before becoming vice president, finance & controller in 2009 and vice president, chief financial officer in 2019. Prior to RLI, Bryant was associated with Arthur Andersen and Co. He is a graduate of MacMurray College in Jacksonville, IL.

Peter J. Flowers
Board Member

A partner in the firm of Meyers & Flowers, Mr. Flowers has been named a Top 10 Illinois Super Lawyer in the area of medical malpractice and recognized as a Leading Lawyer in Illinois by his peers, a distinction earned by only 5% of the state’s lawyers. He is a member of both the Million Dollar Advocate Forum, for resolving numerous cases in excess of $1 million, and the elite Verdict Club Society, which includes top attorneys from around the United States. He is an active member of the Illinois Trial Lawyers Association and over the years has served in a number of leadership positions. Most notably, he was the organization’s president from 2009-2010. His tenure was marked by the organization’s successful fight to protect the rights of patients.

Mr. Flowers received his undergraduate degree from Loyola University in 1989 and his law degree from DePaul University in 1992. That same year he was licensed to practice law in Illinois and U.S. District Court for the Northern District of Illinois. He is also admitted to practice pro hac vice in Massachusetts, Florida and other states. He is a member of the Illinois State Bar Association, the American Bar Association, the DuPage County Bar Association, the Chicago Bar Association, the American Trial Lawyers Association, the Illinois Workers’ Compensation Association, and the International Society of Barristers.

Brent A. Seegmiller

Leland Chait
Board Member

Leland Chait is Vice-President and Corporate Counsel and a supervisory attorney in Prime’s claims handling subsidiary Claims Direct Access handling claims and coverage matters for the Prime Companies. Mr. Chait also oversees handling of corporate litigation for Prime.  In addition, Mr. Chait is a member of Prime’s Forms Committee, participating in the development and maintenance of Prime’s contracts.  Before joining Prime, Mr. Chait was a partner in Chicago law firms specializing in successfully resolving commercial litigation, class action and regulatory disputes involving insurers of all lines before departments of insurance and in state and federal courts throughout the United States.  Mr. Chait received his B.A. degree with Honors and his J.D. from the College and the Law School, respectively, of the University of Chicago.
